I think you have the wrong idea. Wal-mart won't pay it. Wal-mart's customers will pay it. Store prices will rise.

Moreover, Wal-mart will hire better people. The store will be a little more like Macy's. The lower caliber people who used to get jobs at Wal-mart won't be hired there any more - and, assuredly, will b*tch like hell about how unfair it is. THAT is what forced starting wages accomplishes.
