I like your idea.
That said, I wonder how a vote over there would go?
Most of the places mentioned are not exactly friendly to votes or letting people go and mind their own business.
So, in spite of the great idea, I just don;t see any of the other nations listed as letting these people alone, even though they trouble nobody except those who try to harm them.....

From what I've been reading that is not quite accurate.
Seems 'some' of the Kurds would like to carve out a
'greater Kurdistan' - which would include parts of Iraq, Turkey, Syria, and Iran. (None of whom really
want to see that happening.)
Me, personally, I think the Kurds would make better
neighbors than most in that part of the world. So,
I would not mind giving the Kurdish type folks who
live in those areas the option of voting to secede
from whatever and join 'Kurdistan'.
