The federal bureaucracy came of age under FDR - by corrupting the Supreme Court which, at that time, still firmly held that 'regulatory agencies' under either the executive or legislative branches was grossly UnConstitutional. They were and remain correct.
Therefor, since the Supreme Court inaction led to the gyn-ormous bloat of federal government and also given that the Supreme Court usurped a power NEVER granted to it in, Marbury v. Madison, ie. the so-called 'ultimate' power to judge what is and what is not Constitutional, I view the rebalancing of powers we, those that are governed, grant to the three branchs, as being THE MOST important change that needs, ney, must, to be made. Since the Federal Judiciary imbalance is the longest running (over 200 years_, and can be properly viewed as being the most important place to start.
I will go into this more later, but submit the following two reports, both three decades old, as a somewhat 'prep' for the above stance. Neither of these reports propose what is proposed above, but they do lay a foundation. Both are lengthy reports, and both have balanced discussion from left and right. The late Justice Scalia figures prominently in both.
