...I believe they are looking to make property owners liable for crimes that occur on their property.

...another thing the chief says is that we need to find out what these young men need that they are not getting at home and give it to them. How about "DISCIPLINE".

I hope this doesn't mean what it sounds like - because it sounds like the Atlanta PD is on the verge of making 'Property Manager' the least attractive job in the entire city. And NOBODY will want to be an apartment owner. Not if ongoing police harassment is part and parcel with owning such properties.
