I hope this doesn't mean what it sounds like - because it sounds like the Atlanta PD is on the verge of making 'Property Manager' the least attractive job in the entire city. And NOBODY will want to be an apartment owner. Not if ongoing police harassment is part and parcel with owning such properties.
