The actual statement by Whitehouse.gov - which you just misrepresented - reads as follows:

As you can see, Whitehouse.gov is discussing the rate of increase in 2015 over 2014, not 2016 over 2015. It is NOT wrong. What is wrong is the claim by your source that the site got something wrong. In reality, killings did indeed increase in DC by 50 percent that year. The 2016 homicide rate remains far higher than it was two years ago.
