Un-American, maybe. Declarations of Un-Constitutionality fall to the Supreme Court.
I'm not certain what makes something a "regulation," but I have a hunch it's the process the President approves for the execution of a law. As such, I doubt that either Congress or the SCOTUS can do much about them. It'll be up to President Trump to reverse all the crap Obama is doing. SOME of Obama's last minute actions can't be reversed, though - Trump can't just take back what's been given away. He can't just un-do the pardons that have been granted. Maybe he SHOULD be able to, but I think the other branches of government would have to back him on it.
I think that following a Presidential election where the incumbent is not renewed, ALL actions should be considered to be of a temporary nature pending approval of the new President. Maybe it should work that way with new Congresses, too.
