The big flakes usually occur in warmer weather - when temps are between 30° and 35° degrees. They're often at the start of a storm as temperatures fall and convert from rain to snow, and at the end of a storm as temperatures rise.
I've seen snow fall when the air was as warm as 39°. Oddly, never 40°.
