A conflict of interest would be, for instance, if a politician owns property and has the opportunity to enact legislation that will make his own property rise in value. Another example would be a lawyer who is obligated to do the best job she can for a defendant but who also represents the litigant. And, of course, if a politician draws money from a Foundation and, in her capacity as a public servant, gives preferential treatment to the Foundation's donors, that would be a HUGE conflict of interest.
But, how is it a conflict of interest for Donald Trump to be President of the United States but also produce a TV show? OCU apparently isn't going to tell us that.
