The 9th Circuit Court is interpreting the law as 'people have the right to keep arms but not bear them.' I don't see that flying very far as the other 41 states will eat them up.
In Heller versus the District of Columbia, there was an extended discussion on what the right to bear arms mean, and D.C. lost. It was forced to allow citizens to have arms and obtain concealed carry permits - although D.C. continues to make the permitting process so difficult that it is laughable.
This last has been taken to court as well, and D.C. continues to lose. It is now on its second appeal.
