Their Constitution revolves around 'The Protocols'.
Protocol One is the right to self defense.
Protocol 13 says it is not treason to overthrow the
Empire if the empire can not be bothered to obey
or enforce the protocols.
(Something along the lines of 'if a politician clearly
violates the protocols it is OK to kill them'.
But one had better be ready to prove it.)
With all that said . . . .
The problem with an 'assassination branch' which could
legally kill 'criminally minded' politicians . . .

would use it to kill their political opponents.

Or maybe I do. It's the reason they wanted the people to be armed.
