Are you referring to a private sale from one individual, not a licensed firearms dealer, to another?

Here you are required to report this and register at the local Sheriff's office.

But to buy a gun legally, at a store, you go through background checks already. How many skinds or peels does a banana need to have on it really?

Criminals are always going to get guns, machete, knife, bomb, whatever.....

In Virginia, New Hampshire, and many other states, face-to-face transactions without a background check are legal. The seller is required to verify that the buyer is from the same state, and the seller cannot sell the weapon if he believes the buyer to be mentally incompetent, a felon, making a straw-man purchase, etc.
