National Border Patrol Labor Council President Brandon Judd:
“What’s never happened in the nearly 20 years that I’ve been in the United States Border Patrol, what we’ve never done before, is we never stopped issuing NTAs Notice to Appear. We’ve always issued NTAs. Always. This is a new policy that by not issuing NTAs, we’re basically saying there’s no record of them. They weren’t even in our custody. That’s never happened before.”
