I don't know. I once turned left at an intersection and a car speeding through the intersection from my left blew the light so badly that he went BEHIND my car. If I'd waited longer to make my turn, I'd be dead. (It was 5 p.m. on New Years eve, too.)

A good rule of thumb is to not do whatever it is that contributes to an accident! There's only one problem I can see with that rule . . .

I have heard people who recommend waiting 5 seconds after a light changes before you start out to let traffic clear, but I knew someone who was the THIRD car at a light and he was the one T-boned, luckily not at his door. I guess they will get you any time if they aren't watching the light.
