Stirring up trouble, as usual, for political purposes.
One of the orders will almost certainly be aimed at the 'occasional sellers' of guns - those being non-businesses who may occasionally sell their weapons. In other words, you and me. Obama is going to tell them that they need to conduct a background check of buyers, thereby making sales much more costly and time consuming.
This isn't anything new. Democrats have been trying to get this for some time, but Congress has on THREE occasions refused to pass the law. So Obama is going to say that he's doing it himself. His job is to enforce existing laws, not create new ones, so if he does this, I believe it will be declared unconstitutional.
But from that time on, whenever a gun crime is committed, Democrats will be there saying "Obama told you so!" - thereby further stirring up trouble. Fear is the liberals' best friend.
