I differ only slightly in my interpretation of that. I see the terrible consequences not effecting terrorists who are nuts anyway, but as their families become aware of the consequences they will turn potential terrorists in themselves rather than taking a chance on awaiting retribution. There is no way anyone can convince me that the families of those two turds who shot up San Bernardino were oblivious to what was going on. They knew, or they should have known. If I was king I would arrange for an "accident".
