LOL. All it takes to make mustard gas is ethylene and sulphur dioxide, both of which are easily obtained. Therefore, an "empty" chemical weapon is about 99.999% of the way to being an "armed and ready" chemical weapon.

One example, a vendor was in our building once, a long
time ago. He was certain that saddam Hussein would
have nothing to do with atomic weapons. (This was
shortly after the invasion.) I asked him if saddam
had had some 500 tons of uranium would he change his
mind. He would, and he agreed what might constitute
proof. I brought him an article from the BBC news
telling about the 500 tons of uranium the united
nations inspectors had been keeping tabs on . . .
and I stood there and watched the wheels turning in
his head till he found a way to deny the evidence he
had said would convince him.
Or, closer to home, is the OldCadUser . . . he once
tried to convince me that empty chemical warheads
are not really chemical weapons.
