White House's Carney hints at no fines for individual-mandate violations »

WASHINGTON (MarketWatch) -- White House press secretary Jay Carney on Monday appeared to suggest that the Obama administration will not fine individuals who do not enroll for health insurance by March 31. He said that for people who do not have access -- either because states that have not expanded Medicaid or "due to other factors" -- they will not be fined. Carney did not clarify reporter questions about whether the website not working would be an "other factor."
