The cost is massive, and their soybean-counters probably have decided that it doesn't matter if the company is bankrupted by a near-impossible clean-up or the inevitable disaster. Environmental responsibility doesn't exist in their world.

OR...worst case...it's too late.

Thus my comment, in a whole year+, why haven't they built a new pool on the ground and removed the fuel? Such ineptitude is too much for the international community to accept.
