You're not getting it, Linda. The word 'fear' as we generally use it is more or less a mistranslation of the Hebrew.

The “fear of the Lord” (Yirat Adonai) does not denote a cringing terror of God but a reverential awe. It is a form of devotion, a consciousness of the sacredness and mystery of God and has nothing whatsoever to do with being afraid.

Micro, Yes, better viewed in the whole context. It shouldn't be fear that drives us, so much as love. That was what I was driving at. Per your info, who loves someone out of fear of them? That's something to drive you away. It's a model for brutal dictators in the human sense. Yet, should strive for the good and be mindful of the downsides of straying from it and such.
