Disruption Tactics - PsyOps
Simple. Nothing elaborate or expensive required.
Effective. Wastes resources, man hours, and overloads the system.

If multiple simultaneous 'disruptions' occurred in strategically placed locations, to minimize the impact on fellow citizens, one could surmise that the system could conceivably become overloaded, and hence, rendered ineffective for a time being.
One could also surmise that this would be a great PsyOp operation.

I dunno. Just something to think about when making your contingency plans.
