...some "intellectuals" decided that "Mutually Assued Destruction" had prevented World Wars for quite awhile but they wanted to be able to do the same thing without the nukes. What we have is a group of nations who's hands are so deep in each others pockets that they cannot afford to make war. The problem is that if one of em falls, they all fall and they can't get up because they cannot take their hands out of each other's pockets.
