Ike's balance was simple. He cut military expenditures as the country enjoyed a rare period of peace throughout his administration; BUT he built up our nuclear arsenal in part because nuclear weapons were relatively inexpensive.

Also, the CIA was very active in this timeframe and a significant part of our foreign policy was managed covertly.

Fascinating to look back with the clarity of hindsight.
