Bill Clinton was elected with 42 percent of the vote. 42 percent is a plurality, not a majority. If ya allow somebody to go into office with a plurality of the vote you could have the vote split over several candidates / parties and someone could go into office with 30 percent or less of the vote. If ya have to have a majority, there wold have had to have been a runoff. There is no time for a runoff per the const. That's why we have electors.
