The FEDERAL GOVERNMENT has ABSOLUTELY NO BUSINESS doing shit like that - it is UN-CONSTITUTIONAL - for damn good reasons.

I hear ya, good post. But defeatest, no? You get nowhere if you don't start. I think some headway could be made with a multi-disciplinary team led by a relatively-honest broker, perhaps from outside government.

I'd say take a bunch of college students and let them take a shot at the high level vision and goals. Let the team use it as a start, perhaps. Then, the govt could use one or two of their consulting firms.
