You posit an impossible condition at the very first:
It would take a task force, who is not beholden to interests, ...
Governments are run by people - who ALWAYS have 'special interests'. There is no such thing as an 'objective, un-beholden' person who works altruistically.
Our FOUNDING FATHERS fully recognized this, recognized the ease and depth of corruption of imperfect people put in power. Further, they boldly acknowledged the direct link between the depravity of men and the amount of power that they were granted.
This is PRECISELY the reason they designed a document to STRICTLY LIMIT the scope of ANY 'centralized government' - and that is EXACTLY what those that followed attempt to (and succeed) pervert at every single opportunity.
Until one recognizes this FUNDAMENTAL LAW of human nature - one really can not term oneself a 'conservative' - or a 'classical liberal' - which, on this board, are very close indeed.
