It would take a task force, who is not beholden to interests, to plot the course with involvement of the departments to get buy-in, although that will manifest as interests. It must be a top-down mandate where the threat of firing will be used by the President if necessary and people don't come around. What is needed first is the vision and broad goals. I think a couple of expert staffers should be taken from the departments and work full time on the task force to work out the details. Then, if interests are in their faces, isolate them all.

Same as corporate re-engineering, only different.

Shift the burden? No. I'm pointing out that the Constitution clearly puts responsibility for this kind of thing in the hands of the states. If you're just gonna collate data nationally, put it under the auspices of the Commerce Dept. to publish for the public.

The real problem is out of control regulation and both the Federal and state bureaucracies need a thorough cleaning. Other than a complete breakdown of the existing system, I can't think of any way to accomplish this in the face of so many powerful and conflicting interests.
