...near as I could tell, the guy I saw em jump had parked in a no parking zone and shoulda got a parking ticket and been sent on his way. Certainly no reason to tackle him that I saw.

Ribit, Sounds like you're describing a rdgular thing, or could they have ran the plates and found a suspect?
