I agree. Should be a public announcement. Jails are full, the morgues still have room. Anyone seen looting/torching will be shot on sight. End of problem and a few low-lives out of the way.
Rabid dogs only understand one thing, and one thing only ... force. Rioters caught, in flagrante delicto, committing assaults, arson, looting, and other destructive acts against people and property should be immediately shot. Any of these criminals who are arrested should be vigorously prosecuted and severely punished (at the very least, long imprisonment with hard labor).
