In a way that's different from what I believe you're thinking, but yes ... it's generational in the sense that the rioters are young people who have been raised and suckled by the state. Most of these yobs are ne'er-do-wells that haven't done much of anything their entire lives except for leech off of the British government tit. And now that the British government is finding it more and more difficult to find enough productive citizens to fleece in order to maintain the ever-increasing number of young lounge-lizards in the style to which they want to become accustomed (at no cost to themselves, of course), they have had to cut back on some of the freebies ... and these leeches on British society have gotten pissed off and are taking out their frustrations on anyone they believe to be "rich," which, in actuality, is anyone who has been productive and made something for themselves and their family. These punks have no sense of community whatsoever, which is a predictable result of being sired by the state, and they are attacking innocent people and looting stores in their own communities ... just because they feel entitled to do so. Truth be told, these idiots should be directing their rage against the statists who are the ones responsible for turning them into the worthless little monsters that they are.
