...blue state leftist have been paying folks with "promises" for ages. Pie in the sky by and by! They knew the money would not be there when they committed to the huges pension and benefit packages. They just kicked the can down the road knowing that when the house of cards came tumbling down that they would be long gone. Besides, maybe somebody will bail em out.

When money is lost, somebody is going to get shafted. Should it be the state's pensioners? Or should it be uninvolved taxpayers from other states?

As I said earlier, if states get bailed out, then those who create the messes won't even learn anything. They'll have mismanaged their money and not suffered consequences for it. That wouldn't solve anything. It would push problems down the road, make them even worse, cause new problems along the way and be terribly unjust.
