agree with ya to a point De.
I see no reason to test people in a geographic area where nobody is exhibiting any corona virus symptoms at all.
I do have a problem with people who have ben to places where there are known cases of this contagion to return back here to the states on an airline, expose all the passengers on that to risk, though they do not know it, and then they in turn disperse to their homes and communities and unwittingly breathe around other people of the community and households, who in turn become carriers and repeat same process.
THOSE people in my mind are nothing short of criminal.
But to go around testing an entire population for the sake of testing to me is non-necessary.... If there is someone there with symptoms or known being somewhere where the virus is active, then yes....
Just a different take on HOW to test. Not saying to not use a lot of common sense and don't go to extremes...
