I believe that is correct. I didn't know it until you told me, but it makes sense.

The tenant before me DIED.

No wonder the toilets don't work.

(I know - doesn't make sense to me, either.)

ribit, I think all of my bills are that way, which means I haven't paid anybody this month.

Oh well, screw them. Smile))

...most likely they consider that the account is dedicated to the address and not the individual. That way if the previous tenant moved off owing them money, they can collect from you before they turn it back on. In Ga I know that the water bill is treated that way.
