Because ultimately, the award was for his entire tenure as commander of the Vincennes from '87-'89, and in the IR655 incident, Captain Rogers was not actually at fault. Sure, he was known to be aggressive, and was allegedly not focused on the airspace around him. Instead, he was focusing primarily on the fact that his cruiser was being engaged by eight Iranian gunboats at the time, after the Iranians attempted to shoot down one of his utility helicopters. He allegedly received inaccurate information about the IR655's flight path and transponder mode, but otherwise acted within protocols for a Commander in an active naval combat engagement.

Meanwhile, Iran responded by attempting to assassinate Roger's wife by car bomb. She was in the van when it happened and barely escaped.

Given the broader picture of the scenario, the real question is why haven't the Iranians ever taken responsibility for their escalations in the Strait of Hormuz in the first place?

The shoot-down of a Ukrainian airliner is the latest propaganda ploy by the state to further demonize Iran and prepare for war. Unfortunately, there are a lot of folks who experience amnesia during such events.

I suppose she deserves a pass, being young and more than likely “educated” in a public school and like far too many Americans believes whatever the USG tells her.
