I don't think he was told directly. President Trump TWEETED his wishes. Tweets aren't directed to anyone.
Spencer said he did not recognize tweets as orders. I agree with him.

Fortunately, President Trump said that Spencer was *also* fired due to some sort of contractual bungling. I would otherwise have to disagree with the President's rationale (though, admittedly, it is well within his rights to fire Spencer for any reason whatsoever.) I do *not* think that the President's orders should be issued in the form of tweets. That would put his staff in the awkward position of having to guess whether his wishes are official and finalized, who they are intended for, and - of course - whether they are truly even orders. Bad idea.
