I don't have a smart phone. I cast to the TV from both my Windows laptop and from a Chromebook. My son used to do it from his Android phone. (The Chromecast specs say Windows 7 and higher are compatible with it. Zimbler0 is out of luck if he's still running XP.)

Your TV has to have a spare HDMI port. The Chromecast device plugs into it. Your desktop (or laptop or phone) will then be able to see it the same as it sees a wireless printer.

The only "catch" is that you'll have to use a compatible browser when casting video or images to the Chromecast. The Google Chrome and AVG Secure browsers both have "cast" as a built-in function... no additional software is required, so they are what I use. I tried to get casting to work with Opera - which SUPPOSEDLY works with the Chromecast, according to the internet - but I gave up after half an hour. I think the Chromecast extension for Opera has been removed. Maybe it will be available in the future. Other browsers (Firefox) are iffy.

I'm still using a 1st Generation Chromecast, so I can't answer questions specific to the Generation 3 device. It's probably even easier to use, though. It definitely does more things.
