And, you know what? If urbanites like OCU and weco want to live like that - in disease-ridden, third world conditions - more power to 'em. I certainly won't be affected... and neither will anyone else with a lick of sense since we'll be steering clear of those places. But, if these urban septic tanks start asking for Federal help with cleaning up the messes that they've made, then that's another matter.
