California lawmakers on Wednesday sent Gov. Gavin Newsom the second half of a two-bill legislative package intended to deter shootings by police by requiring officers to take training in ways to avoid using lethal force.

...nothing to it. Just don't go to any active shooter reported crimes nor to any other crimes of violence where the perp has not had plenty of time to remove himself or herself or itself (striving for a little PC here) from the scene. But wait, that's not enough. Most of these shootings occur on domestic disturbance calls. So my proposal is that on any kind of domestic call, we send an unarmed neighborhood organizer. A good neighborhood organizer could prevent most of the thugs getting shot by cops problem.
