Should non-citizens have Constitutional rights?
To a certain extent yes.
But terrorists should not have the right to enter or
move around the country without being watched.
If someone is put on a 'watch list' then there is
probably a decent reason to keep watch them and keep
them from obtaining weapons . . . At the same time
if someone is put on a watch list without cause the
consequences to who-ever signed off on it should be
painfully severe.
