is this a phone service that you use from the internet provider, which also could mean your MODEM or router or both could be re-booted as well? also known as VOIP, (voice over IP)

Check every phone to make sure it is hung up.
Put each phone to your ear and see what sort
of noise it makes. Is there a 'hang up' button
on the phone handset? If so try pushing that.
