Philadelphia has a real problem with its allotment of Barry Soetoro's rug rats. For years now, they've had an ongoing problem with large groups of teenagers on bicycles roaming around the city and suburbs assaulting and robbing anyone in their path.
Personally, I believe they should disincentivize such activities with high velocity lead projectiles. I think even these troglodytes would be able to quickly perform the appropriate risk-to-reward analysis on that one.
