They filled the gap between the retaining wall and the fence with good soil and had a nice garden there for many years. In fact, it was used as the Sacramento Bee's "Gardening" section front page one Sunday.

The neighbor, in his infinite wisdom and consideration, decided it would be nice to have elm trees on that side of his house, so he planted about 10 of them within a yard of the fence. You can guess what the roots from those huge trees did to my parents garden and, in short order, to the retaining wall and fence.

Many people are just idiots.
