I think this provision could cover employees for the period of time they need to ultimately enter a group plan without the stigma of existing conditions.

employers will be able to fund tax-free Health Reimbursement Accounts for their workers, who can then use the money to buy an individual insurance plan

If the ban on considering pre-existing conditions isn’t extended, it sounds like a lot more people will be in the situation my wife is in. Employer plans are group plans and, at most, eliminate existing condition coverage for a limited time. If everyone must find an individual plan, they can all be excluded for pre-existing conditions.

I believe this is the crux of the health insurance dilema.
