The flaw in the theory that you can use electricity to release hydrogen and oxygen from water and then burn what you've collected is that it takes more power to break the bonds holding water together than you get from burning two hydrogens and one oxygen. If it didn't, we'd just pump electricity into water today and collect the hydrogen and oxygen for use later. Too bad you'll go broke doing this.

Now, if someone took excess heat from an engine and turned it into "free" electricity with which to convert water into burnable fuel... why not save a step and just use the free electricity to power the car? Again, electrolysis isn't efficient. You expend more energy than you gain.
