I'm not so sure about that De.
There are two bridge tunnels connecting Norfolk and Portsmouth VA.
Used to be free to travel through either one of them. Then 'they'
decided they needed some maintenance and upgrades, and 'they' made
a 'public/private' project and the company doing the work got to
put tolls on both tunnels. I suspect 'somebody' is going to make
a lot more money than they would have if the government had just
paid to get the work done.
