...the problem there is the entire purchasing system the pentagon uses. If you or I need a hammer we just go to the local hardware store and buy one. Not so with the military. They have to list the "standards" for the hammer and let a contract out on it. Often there will be no hammer on the market that fitst those "exact" specifications. Lots of hammers could do the job, but they don't meet the specs. Bids are invited and submitted. Often an entire new assembly plant has to be created to manufacture this "hammer".

...don't get me started on $10,000 toilet seats.
