...a local radio guy (awhile back) Neal Boortz describes em as Urban Outdoorsmen. They will congregate wherever they find the most desirable conditions. Feed em, Shelter em, Clothe em, Provide em with free healthcare and they will flock to in in droves and upon arrival they will demand even more goods and services be provided to them for no apparent reason.
Liberals are like a "Slinky". Totally useless, but somehow ya can't help but smile when you see one tumble down a flight of stairs!

Seattle’s homelessness crisis is, by scale, worse than New York City or Los Angeles’. 3. However you count it, Seattle, King County and Washington are all in the top 10 when it comes to homelessness. And all of this could change again in a few weeks, when King County does its annual January homeless count again on Jan. 26.
