...in most every state they are only obligated to vote according to the wishes of the electorate in the first round. After that it is a circus. I predict that the dems will obscure the difference between a majority and a plurality so a lib with 20% of the vote can win if they can split it into three parties. Ya know who would be prezzydent now if it had been Donald Trump, a candidate from the Never Trumpers and Hillary don't ya?

I don't think so. In Nebraska and Maine, electoral college votes are cast somewhat proportionate to the number of districts each candidate won. So, right there, you can see that it's not the Constitution that dictates how the college works. In about half the states, electors are required by state law to vote for the candidate who won the majority of the votes. But in the other states, they only vote that way as a matter of policy. They COULD deviate from it.

I've heard it said that the system is this way by design, so that a delegate can refuse to go along with the voters if his conscience so dictates - if, for instance, the state is electing a Hitler. I've always thought this was pretty stupid.
