Wrong. He's one of the few Republicans with the balls to stick to the Constitution. Article I, Section 8, Clause 1 enjoins Agencies and the President to spend funds only as appropriated. Otherwise, we wouldn't have a President; we'd have a King who could do anything he wanted simply by declaring an emergency.

Does that make Trump wrong? Well, yes and no. Congress stupidly and unconstitutionally ceded its responsibility to the Executive Branch when it passed the Emergency Powers Act in 1976. It gave the President dramatic new powers so long as he declares an emergency, informs Congress and renews the declaration annually. So, where does that leave Rand Paul? Should he do what the Constitution intended, or should he tuck his tail between his legs and obey legislation that is in obvious violation of the Constitution and the Founders' intent? Well, when Rand Paul assumed office he took an oath to defend the Constitution. He seems to be one of the only people in Congress who meant it.
