Tools are not evil. People who ABUSE tools might be, but the tools themselves are neither good nor bad. They are simply tools.

Per Wikipedia, "HCN, is a highly volatile liquid that is produced on a large scale industrially." It is used commercially for fumigation, electroplating, mining, chemical synthesis, and the production of synthetic fibers, plastics, dyes, and pesticides.

So the author's premise that HCN can only have one purpose is nonsense.

Zyklon B, an HCN-based compound, is notorious for being used to gas millions of concentration camp victims in WWII. But even it had valid purposes: to de-louse clothing and fumigate ships, trains and warehouses. Good stuff! I can definitely see why FEMA might need something like that.
